BESS (Solar Battery Energy Storage System) - [Optional Add-On]
What is a Solar Battery Energy Storage System (BESS)?
A Solar Battery Energy Storage (BESS) system is a battery system designed to store excess solar energy generated by PV panels during the day and release it later — usually at night or during grid outages. It maximizes solar utilization and reduces electricity bills.
Can I add BESS to my existing solar system?
Yes, but:-
- TNB and SEDA must be informed for modification approval, and an updated SLD must be submitted for BESS integration.
- Must comply with SELCO guidelines and technical standards.
- Submission of CAS, technical documents, and forms is mandatory.
If your existing inverter is already a hybrid type, there’s no need to change it. However, if it’s not, you’ll need to replace it with a hybrid inverter to add a battery.
What solar schemes can I apply under to install a BESS?
Depending on how the system connects to the grid and how the energy is used.
For Residential Users:-
- NEM Rakyat allows exporting excess energy to the grid for 10 years from the date of application. The application period ends on 30 June 2025.
- SELCO – Self-consumption system with no export to the grid. BESS can be added for storage or backup.
For Commercial & Industrial Users:-
- SELCO – For self-consumption; BESS mandatory for ≥ 72 kWp systems (effective 2025).
- NEM NOVA – Allows partial export of excess energy to the grid.
- GITA / GITE – Tax incentives for green investments and service providers (optional add-on).
- Zero Capex BESS Programme – Private financing model with no upfront cost.
Note: All installations must comply with Energy Commission (ST) and TNB technical requirements.
Do I need TNB or Energy Commission (EC) approval to install a BESS?
Grid-connected, Non-domestic Solar PV ≥ 72 kWp.
Yes, approvals are required for larger systems
- TNB Approval (Distribution Licensee) – Submission of Connection Assessment Study (CAS), technical compliance checks, joint inspection, and metering installation.
- EC Approval – Generation license or registration depending on system size.
- Mandatory BESS Requirement (for certain systems) – Applies to non-domestic SELCO systems ≥ 72 kWp, with at least one-hour storage. Systems installed before 31 December 2025 may defer this requirement with proper documentation.
Residential / Small Commercial (Self-consumption)
- TNB Approval - Not required, because the system does not export or interact with the grid.
- Energy Commission (EC) Approval - No generation license required. Installation must still be performed by a licensed electrical contractor (ST-licensed).
- Mandatory BESS Requirement - Not mandatory for systems < 72 kWp
What is a Connection Assessment Study (CAS)?
A Connection Assessment Study (CAS) is a technical review by TNB to assess the impact of a grid-connected solar PV or BESS system on the electricity distribution network. It ensures safety, stability, and reliability of the grid.
When Required:-
- Non-domestic solar PV or BESS systems ≥72 kWp connected to the grid.
- Any system that may affect voltage, frequency, or protection settings.
What It Involves:-
- Submission of system details, layout, and expected generation/load.
- Technical analysis of grid impact (voltage, protection, stability).
- TNB review and approval before commissioning.
What happens if I install a BESS without proper approval?
Installing or certifying a BESS without ST approval or by unlicensed personnel is a violation of the:-
- Electricity Supply Act 1990 (Section 23),
- Electricity Regulations 1994 (Regulations 97 & 110),
- and ST Licensing Regulations 2008 (Regulation 6) — subject to enforcement under Section 38 of the Act.
Penalties may include:-
- Fines or legal action,
- Disconnection orders, and
- Voided insurance or equipment warranty.
Are there any government incentives for installing a BESS in Malaysia?
Yes. Companies investing in Battery Energy Storage Systems (BESS) can benefit from several government green technology incentives, primarily under:-
- Green Investment Tax Allowance (GITA),
- Green Income Tax Exemption (GITE),
- and Green Technology Financing Scheme (GTFS).
These incentives are managed by the Malaysian Green Technology and Climate Change Corporation (MGTC),under the Ministry of Natural Resources, Environment and Climate Change (NRECC).
Does insurance cover if BESS malfunction?
You'll need to check with the insurer whether the battery system is explicitly covered, what types of malfunction or damage are insured, and what exclusions apply.
- Some solar PV insurance policies may include BESS if specifically endorsed.
- Common exclusions: battery degradation, wear & tear, manufacturer defects, or improper installation.
- Large or commercial BESS may require specialized coverage due to higher risks.
- Always confirm with your insurer before installation and ensure compliance with ST guidelines and proper safety measures.
Can I relocate my solar battery to a new house?
It's possible, but not as easy as just moving it. The battery needs to be removed, transported, and reinstalled by a qualified installer. The new house must meet all safety and wiring rules, and the warranty may not always apply after relocation.
Does the system automatically switch to battery during a power cut?
Not all batteries can do that. Only systems with a hybrid inverter and backup (islanding) function can automatically supply power during a blackout.
Are there any strict restrictions on where the BESS can be installed?
Indoor installation is allowed, but only if:-
- a) The room has proper ventilation and temperature control.
- b) There's no exposure to flammable materials.
What is Hybird Solar System?
Hybrid Solar System combines solar panels, a battery (BESS), and a hybrid inverter to give you continuous, reliable power. It lets you use clean solar energy during the day, store extra energy for night use, and automatically switch to battery power during power cuts — ensuring your home stays powered at all times.
Who can apply for a Hybrid Solar System?
The Hybrid Solar System is available to all (residential and commercial) as long as applicants must meet requirments set by SEDA and TNB. And even SELCO also can install solar hybrid system.
What solar scheme can integrate with the Hybrid Solar System?
The Hybrid Solar System is compatible with both NEM and SELCO schemes regulated by SEDA Malaysia and TNB.
- Under NEM, excess energy is exported to the TNB grid for energy credits.
- Under SELCO, all generated solar power is used within your premises.
In both schemes, the battery (BESS) stores extra energy for night use or power outages.
How does a Hybrid Solar System work?
Hybrid Solar System uses solar panels to generate electricity during the day. The energy is first used to power your home or business, while any excess is stored in the battery (BESS). When solar generation is low — such as at night or during a power outage — the system automatically switches to battery power. If connected under the NEM scheme, surplus energy can also be exported to the TNB grid to earn energy credits.
Under the SELCO scheme, all generated solar energy is used within your premises, with no export to the grid.
Does the system automatically switch to battery during a power cut?
Most of hybrid inverters able to handle automatic switches during power blackout. Do check on the products specification and request installer to explain and configure accordingly.
Is it necessary to install a battery for a Hybrid Solar System?
Yes. The battery (BESS) is a key component of the Solar Hybrid System, storing excess solar energy for use at night or during power outages. Without it, the system works like a normal on-grid solar setup and won’t provide backup power.
Are there any restrictions when applying for a Hybrid Solar System, such as maximum capacity?
There are capacity limits depending on your scheme:-
- There is no restriction on the solar scheme for solar hybrid system but there's limit capacity on system depending on:-
- 1) For Single phase up to 12kw
- 2) For Three phase up to 72kw
- Under NEM for government/commercial the limit is higher, tied to your maximum demand.
- Under SELCO for residential there is 5 kW (single-phase) or 12.5 kW (three-phase). For commercial/industrial under SELCO the capacity limit has been removed (from Jan 2025)
Do all solar providers offer installation for Hybrid Solar System?
Not all solar providers offer Hybrid Solar System installations. Only licensed solar PV providers certified by SEDA Malaysia and Suruhanjaya Tenaga (ST) are qualified to design and install hybrid systems with battery storage (BESS). These systems need specialized expertise, equipment, and strict safety compliance compared to standard on-grid setups.
Can I downgrade to NEM or SELCO once a Hybrid Solar System installed?
Firstly, need to understand what type of term agreement you applied previously.
For NEM - sell excess solar power to TMB grid and offset your electricity bill. And its not allow to downgrade, unless cancel existing NEM contract which forfeits your quota.
For SELCO - only for self consumption, no export to grid. No changes as technically its the same, just ensure "no export" to TNB grid.
