Switching to Malaysia’s New ToU Tariff: What You Need to Know

With Malaysia’s electricity tariff restructuring kicking in from 1 July 2025, one of the most practical features now available to residential and business users is the Time of Use (ToU) tariff.
ToU allows you to manage your electricity consumption around peak and off-peak hours, potentially lowering your monthly bill if you shift usage to off-peak times (before 2PM or after 10PM on weekdays, or all day on weekends/public holidays).
But what if you’re not on ToU yet – or if you’re already on an older version of it? Let’s break it down.

Already a ToU User? Here’s What Happens Next
If you’re currently subscribed to ToU Tariff C2, E2, F2, H2, C4 or E3, the good news is: You don’t need to do anything. Your account will be transitioned automatically to the new ToU scheme.
However, schemes like Enhanced ToU (E-ToU), Off-Peak Tariff Rider (OPTR), and Sunday Tariff Rider (STR) will be discontinued, and affected customers will be shifted to the new ToU tariff based on their voltage level.
Who Can Switch to the ToU Tariff?
All registered TNB customers are eligible to switch to the ToU Tariff, regardless of whether you are a domestic, commercial, or industrial user, as long as your account is active and you meet the basic technical criteria (i.e., you have or can install a smart meter).
How Do You Apply for ToU?
To switch, you’ll need to submit a contract change request, along with a few documents.

Required Documents:
- Tariff Contract Change Form
- Be sure to select “Email” as your Communication Option
- Choose “Change of Tariff” and specify “ToU Tariff”
- Identification Document of the registered individual or representative
- NRIC, Passport, Police/Army ID (for individuals)
- Company/Organisation ID + Authorisation Letter (if applicable)
- Company/Organisation Registration Certificate (if applying under a business account)
- Authorisation Letter (for reps or third-party applications)
Is There a Fee?
Yes – but it’s minimal.
- Stamp Duty: RM10 (billed in the following month)
- Service Tax (8%): Only applicable if your billing cycle is shorter than 28 days during the switch (e.g., mid-cycle changes)
When Does the New Tariff Start?
The timeline depends on your meter status:

Can I Switch Back to the General Tariff?
Yes, you can revert to the General Tariff if you find that ToU doesn’t offer the savings you expected.
However, it’s recommended to complete at least one full billing cycle on ToU before making that decision.
Reverting will also incur another RM10 stamp duty fee.
